Rep. Reilly: Plan will help small businesses with unemployment agency payments, processes

State Rep. John Reilly, a member of the House Oversight Committee, today expressed his support for two bills to ensure a smooth, affordable process for businesses interacting with Michigan’s Unemployment Insurance Agency (UIA).

Currently, a business with 25 or fewer employees may spread out payment of its unemployment contribution if its obligation is higher than typical. House Bill 5555 would expand this option to businesses with 100 or fewer employees.

“Michigan businesses fund our state’s unemployment system for jobless workers,” said Reilly, of Oakland Township. “Dramatic changes to the workforce and business unemployment contributions are even more likely because of the pandemic, and when small businesses face increased payments, they should be able to pay it in an affordable timeframe. This legislation will allow more local businesses to take advantage of the affordable option.”

The UIA is authorized to examine or copy an employer’s books, records and papers related to unemployment requirements. Recently, the agency has requested businesses to provide materials digitally, even if they only exist in physical form — a requirement that costs businesses time and money. HB 5664 would prevent the agency from requiring employers to convert materials into a different format before providing them to the agency.

“Businesses shouldn’t be forced to spend their time and resources to digitize documents because of a picky unemployment agency,” said Reilly.

The committee hearing follows last month’s vote by Reilly and the House of Representatives to approve a bipartisan unemployment reform plan to provide more transparent, efficient service for employers and jobless workers.
